In accordance with the Regulations issued by the Land Schleswig-Holstein revising regulations previously made to fight the new coronavirus and define quarantine measures for people arriving or returning from third countries, issued on 24 June 2020, in effect from 25 June until 9 August 2020,
the following rules are in place for all members of Flensburg University of Applied Sciences (staff and students) from the date mentioned above:
- People entering Schleswig-Holstein by land, sea or air coming from a country defined as a risk area or a region particularly affected by the new coronavirus in Germany and who stayed in a risk area for any amount of time within the 14 days prior to entering Schleswig-Holstein must go to their own homes or another suitable accommodation immediately and by the most direct route and stay there continuously for a period of 14 days (quarantine). This also applies to people who travelled via another Land of the Federal Republic of Germany.
- These people must contact the health department of the district or city their own home/suitable accommodation is located in (local health authority in charge) immediately and indicate the existence of the circumstances as described above.
- These people must also inform the local health authority of any symptoms they may show which indicate an infection with Covid-19. The most recent criteria for what these symptoms are, are defined by the Robert Koch Institute.
- For the time of their quarantine these people are subject to observation by the local health department.
A risk area in the context of these Regulations is any country or region outside or within Germany for which there is an increased risk of an infection with the coronavirus SARS-CoV-2 at the point in time the Federal Republic of Germany is entered. The definition of which areas are risk areas is made by the Federal Ministry of Health, the Federal Foreign Office and the Federal Ministry of the Interior, Building and Community and published by the Robert Koch Institute.
A region particularly affected by the new coronavirus in Germany can be categorised as a risk area by Schleswig-Holstein’s Ministry of Health. This categorisation will be made public.
The following people are exempt from the rules described above:
- People who have to be in Schleswig-Holstein for up to 48 hours for professional or medical reasons that are strictly necessary and cannot be delayed.
- People who have spent less than 48 hours in risk areas.
- People who can provide a doctor’s note in German or English confirming that there are no indicators for an infection with the new coronavirus SARS CoV-2 and who can immediately present this doctor’s note to the local health authority upon request. The doctor’s note must be based on a biomolecular test to rule out an infection with the coronavirus SARS-CoV-2 carried out in a member state of the European Union or another state published by the Robert Koch Institute; if the test is done before entering Germany, the test may not be older than 48 hours at the point in time at which Germany is entered. The doctor’s note must be kept for at least 14 days after entering Germany.
- In justified cases the health authority in charge may allow exemptions if this is reasonable after having given due consideration to all interests at hand.
These exceptions only apply to people who do not show any symptoms indicating an infection with Covid-19 in accordance with the most recent criteria as defined by the Robert Koch Institute. These people must immediately inform the local health authority if they show any symptoms that may indicate an infection with Covid-19 within 14 days after entering Germany. The most recent criteria for what these symptoms are defined by the Robert Koch Institute.
